Simplified Acquisition

Many customers are unaware that they can benefit from simplified acquisition procedures (Federal Acquisition Regulation Part 13), a highly streamlined contracting method designed to bypass the complex, time-consuming procurement structures of larger federal contracts.

The simplified acquisition process significantly reduces administrative overhead for the government while drastically accelerating award timelines. Under these procedures, contracting officers can bypass standard, onerous evaluation processes—such as exhaustively comparing technical plans, conducting extensive audit evaluations of budgets, and establishing a competitive range.

Automatic Small Business Set-Asides

Acquisitions of supplies or services with an anticipated dollar value above the micro-purchase threshold ($15,000) but at or below the simplified acquisition threshold ($350,000) are automatically reserved exclusively for small business concerns.

Maximum Practicable Use

Federal agencies are directed to use simplified acquisition procedures to the maximum extent practicable for all eligible purchases of supplies or services up to the $350,000 threshold.

Streamlined Quotations

Authorized individuals do not have to obtain individual, one-off quotations for every single purchase. Pre-existing standing price quotations may be utilized, provided the pricing information is current and the government receives the benefit of maximum discounts.

Combined Solicitations

While requirements must still be displayed publicly, agencies can utilize a combined synopsis/solicitation. This eliminates the need for a separate, secondary solicitation process, cutting down on administrative lead time.

Direct Sole-Source Leeway

For purchases up to the $350,000 threshold, contracting officers may solicit from a single source if they determine that unique circumstances—such as mission urgency, exclusive licensing agreements, brand-name requirements, or industrial mobilization—make only one source reasonably available.

Efficient Sourcing

Rather than navigating a prolonged, open-ended bidding cycle, contracting officers can satisfy competitive requirements efficiently by soliciting quotes from a targeted pool of capable sources (typically at least three).

Real-World Use Case

GSA did not offer bundle pricing for Qlik software/services, resulting in significantly increased overall pricing if the customer purchased through GSA. Instead, the customer leveraged ORI’s small business status for a simplified acquisition for its Qlik software/services bundle, which qualified because it was priced between the micro-threshold of $15,000 and maximum threshold of $350,000. The customer was able to utilize the simplified acquisition process and meet small business set-aside goals by quickly and efficiently purchasing Qlik from ORI.
